National import declaration
A national import declaration is made in the name of the Dutch importer. In this case, the VAT can be reverse-charged to the Dutch VAT number if the importer has an Article 23 VAT reverse charge.
Tax declaration for import
An import tax declaration is used when the goods are imported into the Netherlands, but the importer is established in another Member State of the European Union. The VAT will be reverse-charged to the country where the goods are supplied and must be included in the VAT return.
